(VACO), Washington, DC., is issuing a sources sought notice regarding the process of implementing a new Human Resources (HR) and Payroll department wide delivery system. This system incorporates call center technology and a suite of commercial-off-the-shelf (COTS) HR Payroll and Benefits-based software and expert systems that allow VA employees/managers to perform self service functions. The development philosophy for this implementation is to maximize the use of COTS products and to minimize customizations. The systems technical environment is a client/server-based architecture that is supported by Windows 95/NT, UNIX SCO, OS2, Informix DBMS 7.23, CITRIX 1.6 and CICS 2.11 software. The application layer of the system incorporates Talx's Interactive Voice Response, Kiosk technologies, PeopleSoft Federal HRMS 7.0 and Lotus Notes 4.5 based call center and knowledgebase. Other elements of the application layer include Lotus Notes 4.5, Teloquent, Tuxedo, MS Exchange. MS Office 97, Internet Explorer, HTML, Net Key 2.01, Netscape, JAVA, Resumix, COHO and Jet Forms. The contractor must be capable of writing programs in C++, Micro Focus Cobol, Lotus Notes and PeopleSoft to develop the interfaces with the components of the application layer listed above. Contractor must be able to analytically and systematically evaluate potential problems of workflow, organization, planning and recommend corrective actions/solutions. The contractor shall have experience in using proven software development tools and techniques for developing, managing and documenting customized or newly developed software. Contractors having the engineering, technical and analytical capabilities described above are invited to submit their capability statement. Contractors must address the specific systems referenced in this CBD synopsis for which they possess the requisite technical, engineering or analytical capabilities.
